It only locks on full lobbies. You can however use the clan join that doesn't have a lock on it. But I would assume that they put the lock on it in an attempt to limit or make it harder for people to form booster lobbies in FFA which IF that is the reason for it bravo for making it harder on boosters/cheaters. It maybe annoying for legit players to join friends in FFA lobbies but I don't mind paying that price if it cuts down in cheaters.
