Most people don't, and don't care to, inflate their stats.  With this in mind, although we can certainly factor in, and make available on the leaderboards, every minutia of data or variables to try to statistically measure skill and type of game styles, unless you're a math nerd, no one will care.  Most are playing to relax and have fun, not to numbers crunch.  They want a few stat categories that reasonably accurately reflect skill and play style.

 

KD, coupled with SPM (in TDM), are excellent indicators of skill and style.  Except those that "inflate" the numbers, which are few and far in between, a 2.19KD and a 300+SPM indicate a very skilled and very active player.  We don't need PER to know this.

 

Your example of the guy going 30-30 in the BO forums is an extreme example and, personally, I've never seen a guy get that many kills and die that many times.  Even so, he'd have a 1 KD and probably a 300+SPM in that game.  It'll be no surprise that he probably ran all over the map and broke even--a typical mad dasher whose skill and style we can easily ascertain without more stats and variables such as your PER.

 

I do like your KD spread stat.  But, then, those with high KDs and SPM will have high KD spreads; and those with low KD and SPM will likely have low KD spreads.  Thereby, making the KD spread redundant for most cases.  I, for one, don't need any more stats for people to try to "inflate" and then have their own idea of how good they are relying solely on that stat.
