The bulk of the problem is the publisher but developers still have incentive to make the game sell. Sales > gameplay, that's the direction the industry has taken since the Guitar Hero/Wii era. I bet IW spent far more resources developing the player investment system than they did developing MP maps, weapons, and equipment. That's what the drooling masses want, they want a chaotic shooter that allows them to play dress up with their character. It sucks that developers cater to the largest pool of consumers and leave the actual "gamers" in the cold. Hopefully the drooling masses find a new hobby soon and we actually see developers make games for gameplay.
