At least with Dead Silence having no counter, the game's speed remained intact because people ran around without worry. Granted, it caused people without dead silence to stick out more, but Black Ops II fixed that. With perks like MW3's Sitrep Pro and Amplify, the soundwhoring gets to the point where everyone begins to crouch walk, making game slow paced and very campy. This is what Call of Duty should NOT be.
As I said before--if everyone's footsteps were silent, the game would be more unpredictable and fast paced due to the fear of being soundwhored being absent.

PLEASE, show me where in the instruction manual where it says "Players must move about at all times and not play the way they wish to appease others".
I GUARANTEE you that it will not, or will it ever, say that. Just because YOU don't like a playstyle does NOT mean that they should take away things to help the player that wishes to play that way.
If I were designing the game, perks like quickdraw, stalker, steady aim, ready up would NEVER be in the game. What you, and others fail to realize is that if they keep going the way it's going the games camping will actually get WORSE due to the way it's designed. If you can't tell where enemies are coming from, or can't protect your back from getting flanked with weak explosives, etc. this will just make players find corners where they CAN NOT be got from behind and make the game even slower than what it already is.
I will give you a PERFECT example. Look at BO1 and how many red dot chasers whined and complained about Ghost. Well, they changed it into FOUR PERKS for BO2 and there was even MORE camping even with the requirement to move to keep Ghost activated. Do you know why? Because they knew the rushers would run like headless chickens to the little red blip on the baby monitor and would be waiting for them.
The unpredictability part is what causes players to camp and not move very much. If the game keeps making basic sacrifices to the stealth aspect of the game, there will just be more and more people playing defensively rather than offensively.
