how do you know they're not in a party? Some groups may elect to play not in party chat and often players from different clans will party up in game chat. If you have a problem with the matchmaking, you can always back out of a lobby and find one that suits you better.
I find the matchmaking is usually pretty good most of the time. Yes, some of the time it's messed up; but that's to be expected.
