The Who's Who perk was a good idea. The problem isn't the perk, but the places it can sometimes spawn you. If it was fixed so that it will always spawn you somewhere that you at least have a chance to get yourself up then it would be a great perk.
But they effectively gave us this in MoTD through Afterlife, and people then complain it's overpowered.
Of course it could be fixed....that goes without saying. The shock collar perk was a sarcastic way of showing the need to be.
